A man who contaminated sweets with sedative and provided them to children at a summer program in the area has admitted sexual offences against two young males who were between nine and ten.
The accused was arrested after eight youngsters and an older person fell ill at the facility in mid-summer.
The senior citizen, from that region, pleaded guilty to a total of 17 charges when he stood at Leicester Crown Court on Friday.
However, he denied a single sexual charge he was charged with, which was against a nine-year-old boy.
The defendant was held in detention ahead of a additional proceeding on November 28th.
'Sweet game'
The prosecutor, prosecuting, described the defendant's actions to the legal proceedings.
She said his targets were children from difficult backgrounds who were staying at a summer camp which he managed.
Ruben engaged in a "treat game" with the children, the legal counsel said, in which he would access the children's bedrooms when they were settling down and tell them to ingest treats "as fast as possible".
She told the court the man had engaged in this activity with the boys "repeatedly", and minors had earlier experienced illness the next day.
She explained Ruben had been capable of justifying this repeatedly as the youngsters being "overexcited from fun", until his family member had suspicions in recently.
The prosecutor continued: "This year his stepson had worries about the activities, with valid cause.
"They resolved" to examine in the defendant's belongings."
The legal counsel said materials including baby oil, petroleum jelly and medical needles were found, and his family member contacted the authorities about his worries.
She stated Ruben went on to engage in the "treat game" with six children that evening - Saturday 26 July - and they were all sick the next day.
"Law enforcement" had not gone out by that point," she continued.
The oversight body, the Independent Office for Police Conduct, had stated that it was investigating Leicestershire Police's handling of the events.
The legal representative explained the youngsters were having difficulty walking due to their sickness, so Ruben's stepson contacted the authorities a second time.
She explained the defendant then played the "candy game" in a room of five minors.
